How do I exchange (canje) my Philippine licence for a Spanish one?
You can, without sitting any test for a car or motorcycle licence. Spain and the Philippines have had a mutual-recognition and exchange agreement in force since 21 September 2008, published in the BOE, and the DGT lists “FILIPINAS” in its table of exchange countries: motorcycle or car, “SIN PRUEBAS”, fee II.3. The catch is a condition many people miss — the Philippine licence must have been obtained before you became a legal resident in Spain. Checked 15 September 2026 against the DGT sede electrónica’s Philippines exchange page and the DGT exchange-country table.
Does this apply to me
Yes, if all of these are true: you are resident in Spain; your Philippine licence is valid and in force; and you obtained it before you were a legal resident here. The DGT’s own words: licences obtained after the agreement’s date “siendo ya residente legal en España” cannot be exchanged. A licence that was itself obtained by exchanging one from a country Spain has no agreement with is also excluded. If any of that rules you out, the answer on getting a new Spanish licence is yours.
Resident here means the DGT will ask for your residence card. If your immigration status is unresolved, this procedure cannot start; SAIER is the place for that conversation.
How the exchange works
The DGT does it in two phases. First it asks the Philippine issuing authority to verify your licence — only you, the holder, can request this step, and the DGT warns the reply “can take days or even weeks”. Second, once the reply is positive, you (or someone you authorise) file the exchange itself. At the end you hand in your Philippine licence at the Jefatura and receive a provisional Spanish permit; the definitive card comes by post in about a month and a half.
Two ways to run it:
| Route | How |
|---|---|
| Online | Through the DGT sede electrónica with a digital certificate or Cl@ve. The service starts the verification, emails you a locator when the Philippines answers, then walks you through the application. You visit the Jefatura once, to hand in the licence and collect the provisional permit. |
| In person | Book a cita previa at a Jefatura de Tráfico, choosing “Canjes” — the appointment request is what starts the verification. In Barcelona the Jefatura Provincial de Tráfico is at Gran Via de les Corts Catalanes 184, and the DGT sees nobody there without an appointment. |
What to bring
- The exchange application, on the official form if in person.
- Identity: passport in force or your residence authorisation.
- Proof of residence: your TIE.
- Proof you were not resident in Spain when the licence was issued: the DGT accepts the TIE itself.
- Your Philippine licence, original, valid and in force — it is retained.
- An informe de aptitud psicofísica from an authorised Centro de Reconocimiento de Conductores, group I for a car or motorcycle licence. Get it before you apply; it is valid for 90 days.
- The fee, paid by card at the office (never cash) or online in the form.
What it costs
From the DGT, read 15 September 2026:
| Licence classes | Fee |
|---|---|
| Motorcycle or car (A1, A, B, B+E) — no test | Tasa 2.3, €28.87 |
| Truck or bus (C, D) — specific theory plus a driving test | Tasa 2.1, €94.05, covering two attempts |
The medical centre’s charge for the psicofísico is set by the centre and not published by the DGT.
What goes wrong
- Getting a Philippine licence on a visit home after moving to Spain, then trying to exchange it. It is not exchangeable, and the DGT checks the issue date with the LTO.
- Letting the psicofísico expire while waiting for the verification. Time it for the second phase.
- Paying a “fixer” who wants your passport, TIE and licence scans. The verification step can only be requested by you, and nobody needs unredacted copies of those documents.
- Driving on the Philippine licence past six months of residence while the exchange is pending. The exchange does not extend the window.
